SUMMARY OF 2009 AUDIT WITH (current status) PROGRESS UPDATES

The summary and updates written below are excerpts from the 2009 summary document detailing the recommendations from the 2009 Audit.

In 2009 an external audit was undertaken to provide a detailed Operational audit of the Kaslo Volunteer Fire Department. The intent of the audit was to ensure the level of service provided by the KFD is adequate. The Audit identified the urgent need to replace the current facility.

The proposed facility meets the needs for our Emergency Services Volunteers and Equipment. The COST outlined in the referendum question is not a final quote – it is the highest possible forecast and will most likely cost less. The size of the building has room for all of our apparatus under one roof. It is not oversized.

I have recently met with several leaders in the Community of Kaslo to determine cost saving ideas/measures to implement when the referendum is approved. These ideas will ensure every possible cost saving measure will be used to reduce estimated costs. Using local trades, contractors, and materials is a top priority for me.

The referendum also is for the KFD to join the RDCK. This will be of benefit in providing reciprocal training, mutual aid back-up, and shared costs.
The members of the KVFD are dedicated volunteers who, to the best of their ability, provide a Safe Secure Service to our Community.

I appreciate the show of interest in the Fire Hall Referendum and want to thank each and every one of you. Regardless of the outcome of the Referendum, I know we will all continue working together for the betterment of our community.

A majority of the items recommended from the audit statements below have been implemented and are at various stages of completion. The members of the KVFD are dedicated and willing to provide a Safe Service to our Community.

h1 2009 AUDIT GENERAL RECOMMENDATIONS

The building housing the fire department is inadequate and does not support the activities required by a fire department. The Kaslo Fire hall is dysfunctional and inadequate and improvements or a new fire hall must be considered The greatest risk of injury to the Kaslo fire fighters is the fire hall itself.

The Village of Kaslo should make improving the conditions of the fire hall a top priority. The lack of space dictates that one piece of apparatus should be removed from the fire hall to make more room for the fire fighters to operate safely whether responding to an emergency, training or routine truck and equipment checks.

(Current Status – Referendum being held to Approve Building of a New Fire Hall as well as join forces with 17 RDCK Fire Departments and reap the benefits of a larger organization i.e. purchasing power)

As part of the OH&S program, a shower for personnel is crucial if they have become contaminated with the products of combustion encountered at a fire, infectious diseases from a first responder call or contaminants from a grow op or clandestine drug lab. The lack of appropriate washroom facilities is detrimental to a healthy and safe work environment.

(Current Status) – A shower soon to be installed in the overcrowded SCBA refilling area

It is recommended that the Village of Kaslo develop a Policy Manual that states the official Village policies that will determine such things as the services to be offered by the Kaslo Volunteer Fire Department and the level of training acceptable to the Village. Other policy statements from the Village elected and administrative officials would assist the fire chief in the acquisition, organization, management and deployment of fire department resources.

A computerized fire department records management software program like many fire departments use would make the task of record keeping much easier and create a neat and comprehensive package for all reports and records required by WorkSafe and other regulatory agencies.

It is recommended that the Village of Kaslo provide policy to the fire chief reflecting the type and level of services to be provided. The fire chief is to develop and implement OG’s in line with industry standards.

The fire fighter accountability system is a work in progress. The system must be able to clearly define who is on the scene at any given time. A system to determine if fire fighters are “checked in” and accounted for should be developed. This is a critical component of overall Command and Control under the Incident Command System.

Current Status Accountability system in place 80% complete with ongoing continuous improvements

A Rapid Intervention Team (RIT) is required by WorkSafe BC Regulation to assist in the rescue of fire fighters should they become trapped in a building. We recommend that all fire fighters clearly understand KVFD department policy regarding fire fighting strategies and tactics that is required for RIT. This should be incorporated into the training program.

Current Status RIT implemented with Training ongoing

A WHMIS program should be undertaken to be compliant with WorkSafe BC Regulation. During the site visit it was determined that to date there has been no WHMIS documentation.

Current Status WHMIS Binder in Place with continuous updates / ongoing

Chief Badry has expressed his desire to retire as fire chief in the coming year. The Village of Kaslo should offer assistance to Chief Badry in implementing a succession plan to select a suitable candidate that can manage, administer and lead the Kaslo Fire Department.

Current Status is planned retirement as Chief scheduled for mid 2013

Personal officer development training in areas of Human Resources and other skills required to manage a highly motivated group of people that fire fighters typically are would be very beneficial to the fire department and the community. Other categories of membership to the fire department should be considered. Administrative assistance is one example of a way a person in the community with this skill set could be part of the fire department but not as an active fire fighter.

Chief Badry and his fire fighters provide an unparalled service to the community for very little cost to the taxpayer. They are to be congratulated for their commitment and dedication.

AUDIT SUMMARY

There are a number of areas where improvement can be made as seen in the preceding recommendations.

The apparatus and equipment is well maintained and fire suppression turnout gear and footwear meets current standards.

The Village of Kaslo should provide leadership, direction and training relating to WorkSafe BC Regulations, OH&S Programs and individual rights and responsibilities to ensure staff are informed and compliant in a safe work environment. Attached as Appendix “G” please find a publication by WorkSafe BC entitled “Informal Safety Program for Small Business” that may help the Village of Kaslo determine what is appropriate for their fire service.

On March 31, 2004 the Criminal Code of Canada was amended to include Bill C45 which imposed a legal duty on all those who direct work, including employers, to take reasonable measures to protect employee and public safety. The bill further considers the actions of those in authority and other employees who demonstrate a lack of care that constitutes criminal negligence. Attached as Appendix “H” please find a summary of Bill C45. Additional information and articles are readily available on the internet.

It was obvious through our discussions that Fire Chief Badry is well aware of the operational challenges facing the department and is striving to bring the department into compliance with the accepted standards and regulations. Chief Badry and his fire fighters are to be commended for their commitment to their community.
